I believe the answer is:  Low in consensus, high in distinctiveness, and high in consistency

Low in consensus means that it's not very common behaviour within your social group,  High in distinctiveness means that the behaviour could easily be noticeable by other members in the social group, and high in consistency means that the behaviour seems to be occurring  repeatedly with less variance.
