When we mention degrees west or degrees east, we are talking about longitude. Longitude is given in degrees, minutes and seconds, as an angular measurement starting from 0° at the Prime Meridian (located in Greenwich, England) to +180° eastward and −180° westward. Earth is a 360 sexagesimal degrees circumference and it takes 24 hours to rotate it totally around the Sun, therefore in one hour our planet rotates 15 degrees of circumference (360/24=15). When we go on east direction, time zone moves forward and when we go on west direction, time zone moves backward. According to that, 60 degrees east are 4 hours of difference (60/15=4) later than our home (home + 4 hours) and 60 degrees west are same 4 hours of difference (60/15=4), but in this case earlier than our home (home - 4 hours).
