Tucker thought that Virginia has higher number of slaves as compared to free people and even in some parts of Virginia there were four slaves on one free person and this majority in numbers will affect the ideas of slaves.

Tucker knew that Virginia has higher number of slaves then freed men in its population. So keeping this consideration in his mind, He developed a very complicated plan to keep Freed slaves under his belt. This plan was related to their daily wages and how the slaves will be paid by their employers. His plans also included denying basic civil liberties to these freed slaves which included their right to keep weapon which other freed men had, Their right to serve jury was also denied by Tucker. Freed Slaves were also denied to marry white people and not even allowed to write a will. He said that the people who are already living in a society have full right to deny entry of new people in their area or society. By imposing these all laws on the slaves of Virginia, Turner hoped that the slaves will leave the state. Tucker was on a view that Dueo majority of slaves in Virginia, It will affect their mindset and ideas of keep on living as free slaves.
