1-Corruption and many people still lived in poverty. The life of the common people changed very little. The rich still own the best and most land while the poor work endless days.
2-They let many students and government officials go to Europe and study how they modernize. Than they took out all the bad ideals and only let the good ideals in Japan. Which allow them not to suffer from any ideals that could do harm.
3-Many of old tradition Japanese were far gone. many Japaneses adapted western ways and many Military and royal people benefit.
