This research in 1963 was used to measure obedience. They 40 people were not actually teachers but males coming from different jobs. The participants divided into two different roles; the learners and the teachers and were asked to get inside a room. Inside the room is a chair where the teacher would give a shock every time the learner would give a wrong answer.  The volts released range from 15 to 450. 

Each time the teacher hesitated or refused to give the shock, the experimenter gave orders different degrees of response to make the teacher obey. The result, 65% of the participants continued the volts till 450.

Milgram then concluded that people are innately obedient to authorities. They can't distinguish to pursue something right or wrong. They follow orders as given be those authorized.
