Part B: No, because 7.30 can be split evenly. You can just give Max 3-one dollar bills, 2 quarters and 1 dime

5 one dollar bills + 6 qurters (25cents) + 8 dimes (10cents)
Simplify 
5 one dollar bills + 6 * 25 cents which would be 150 cents and finally 8 dimes
8* 10 = 80cents

Thus we have 5 dollars and 150 cents + 80 cents
Thus
5 dollars + 230 cents
since each dollar is made of 100 cents
we would end up having 
7 dollars and 30 cents

5 dollars bill can be divided evenly
