Choice B is another answer if it is a "choose all that apply" type of situation. If it is a "choose only one answer" question, then I'd stick with choice C.

The inequality sign stays the same the entire time. The only time it flips is when we multiply or divide both sides by a negative number.
If this is a "choose all that apply" type of question, then choice B also fits the description of x < 16 since all numbers less than 12 are also automatically less than 16.
