Germany did not pay its reparations, it was printing massive amounts of money to do so, which led to economic downturn, which meant workers were being relieved of duty leading to more economic downturn, this was  amplified by the millions of soldiers returning trying to find a job, the Weimar republic was unable to mobilize sufficient workers either, due to its businesses refusing to hire workers because of expenses.
