A small settlement formed along the Tigris River following the Neolithic
Revolution. As the settlement grew, it developed complex social institutions
and people began to specialize at certain jobs. What other development does
the settlement need to be considered a civilization?

Answer: Historians believe that these six components of a civilization are cities, government, religion, social structure, writing and art. These are most commonly found in each civilization found throughout the ages, or at least some variation of them all. I would assume it would need a genuine culture and a governing system. If you think I'm wrong feel free to correct me, but I am a bit of a history nerd!
