Answer- Gorbachev declared that all countries had a right to decide what kind of political and economic system they wanted. Given the status of the Soviet republics, the reason why this declaration is significant is because, it proclaimed the sovereignty of the Russian SFSR and the intention to establish a democratic constitutional state within a liberalized Soviet Union. The republics responded by taking advantage of their new freedoms. Therefore The groups and states began to call for sovereignty and secession from the soviet union.
For the Republicans the liberalized Soviet Union as declared by Gorbachev was an opportunity for Economic and political freedom.
Gorbachev Declaration
Gorbachev declared that all countries have the right to pursue their own political and economical system. The reason behind this declaration was the political diplomacy.
According to the Historians, Grobachev came up with these declaration to proclaim the sovereignty of USSR and also to libralize the political system. For Republicans it was an opportunity to initiate economical and political freedom.
