In the begginning, workers were promised better life conditions; it was the bolshevik's belief that once freed from the shackles of capitalism, workers could improve the economy (and their lives) beyond what was then thought possible. As time went on, however, and the Soviet economy failed to deliver on its promises, the Soviet authorities changed their tune and began decrying luxury as something decadent and unseemly. In the same way, Napoleon extols the virtues of hard work and frugality because he has no intention of giving the other animals the better life he promised.
