No. That description of "rusting" would not be accurate. The process of rusting involves a chemical change.
In the presence of a little bit of water, some of the iron on the surface of the nail combines chemically with some oxygen from the air, producing the compound "Iron Oxide" ... the red stuff that appears on the surface. It's a new substance that wasn't there before ... a sure sign of a chemical change.
