First off, the balloon in room temperature is at the volume that it is because the particles of gas within it have energy to bounce on the skin of the balloon. Since they have energy, they travel faster and collide with the skin of the balloon more often; thus, this is why the balloon is at its certain volume.

Once you remove energy from these gas particles in the balloon keeping it expanded by putting it in a deep freezer, these gas particles slow down; therefore, they hit the elastic skin of the balloon less. This causes the balloon to shrink. This is called Charles Law. The volume of a given mass of gas is directly proportional to it's temperature. That means if temperature goes up, so does volume, and vise versa.

When the balloon is kept in the deep freezer, temperature drops down and air becomes cooler. The air molecules will now vibrate less and thus the force being applied on the walls of the balloon decreases.

Because of this the balloon shrinks.
