It's reasonable to draw parallels between President Franklin Roosevelt and Lyndon B Johnson exclusive of John F Kennedy. Roosevelt introduced the Social Security and Lyndon B Johnson Medicare programme became an extension of that. They were both concerned with the welfare of the elderly. Roosevelt and Johnson further tried to eliminate poverty by greatly emphasizing on helping the rural poor, i.e, those of Appalachia.
John F Kennedy failed to push for any major domestic legislation.
