I'm not exactly sure if your asking if that is true but, opposite charges attract while like charges repel. So a positive and neutral charge would be attracted to each other, but when the positive nears the neutral one, the electrons would move from the neutral charge to the positive one. So the once neutral object will be positive. I'm not 100% sure it would be the same in an electric field, but I know it would be this way with two objects.
