Stephen Douglas was one of the Senators that helped developed the Kansas-Nebraska Act. This law allowed citizens of Kansas and Nebraska to vote on whether or not they wanted slavery when beging admitted into the Union. This ability to let citizens choose whether or not they want slavery shows that Stephen Douglas did not think slavery should be abolished. Rather, he wanted citizens of a state to decide for themselves whether this institution would exist in their respective territory.

He was definitely not against slavery but several historians have expressed doubts as to whether he favoured it vigourously. However, the majority claims that he never went out of his way to put a question mark on the integrity of the principle as a whole.
