The federal help was given to bankers because Herbert Hoover feared that if He let the bank went bankrupt, many other businesses woyuld be forced to closed down to since they're relied on the bank to obtain their capital injection. Letting the businesses closed down would resulted in massive unemployment problems.
Relief for poor private charities is made in order to help those who failed to find a way to obtain an income so they can survive through the depression period.
