MEMO
Cuban military invaded Eastern Mexico in a surprise attack. Cuba intends to gain territory and control of passage into the Gulf of Mexico. We need your recommendation as soon as possible.

This is the first paragraph I wrote.
The purpose of this memo is to show what Americans would do about the attack on Mexico. The thing I would be to contact an international organization. The international organization that I would contact would be the Red Cross. The reason I would contact the Red Cross is because it has people all over the world bringing emergency relief to war victims. The Red Cross would help the victims of the attack.

I need help on the second paragraph.
(This second paragraph should address the action you recommend. It should have at least five complete sentences that answer these questions: How would you respond to the situation? Where would your response fall on the foreign policy spectrum? How does a conflict from history support your planned response?)

This is all I have for the second paragraph.
I recommended contacting the Red Cross to help the victims of the attack on Mexico.

What would your response be during this type of situation? We already know you would give aid to the victims, so what else would you do? Would you try to get Cuba out where they had invaded Mexico? Or would you do nothing? Would you send troops to Mexico to help Mexico fight off the Cubans? What what military weapons?
Foreign policy spectrum, I assume, is Mexico's. So once you figured out what you would respond with, does it effect anything in their foreign policy? Would it be okay to do or not?
