Part 1: Average temperature in January 1990:

January 1990 precedes January 2000. This means that January 1990 will lie on the -ve x-axis

Combining the two, we will find that both x and y values are negative which means that the point will lie in the third quadrant

Part 2: Average temperature in June 2005:

June 2005 is after January 2000. This means that June 2005 will lie on the +ve x-axis
