So,
${ ({c}^{0}) }^{ - \frac{1}{4} } = {c}^{0 \times - \frac{1}{4} }$
Anything multiplied by 0 gives 0 as a product, leaving us with
${c}^{0}$
And another indicie law states that anything to the power of 0 equals 1, so
${c}^{0} = 1$
And thus the answer is 1.
