The answer is option B "circle and a point".

Reason:

When drawing a tangent line you first have to draw a circle then you have to draw the point then connect that point to another point so basically what you need is a circle and a point therefore the answer is option B because its usually used to help find a radius of the circle!

The procedure:

Let's construct a tangent to the circle A.
Draw a circle, F, whose center is outside of A such that F intersects A's center.
Pick the point, C, who is collinear to A's center and F's center and is on F.

The line between C and either intersection of A and F is tangent to A.
