This is true. Some Eastern European countries, such as Poland and Slovakia, have joined the EU are have a highly functioning democracy and their transition was a success. Others, however, are still struggling, for example with Corruption (Romania), goverment having too much power (among others, Moldova) or with ethnic conflict and even war (Ukraine).
