The New York location that is most often affected by lake effect snow storm caused by winds blowing over lake Ontario is UPSTATE NEW YORK.
Lake effect usually developed when the water temperature at the surface of a lake is higher than the temperature of the air flowing over the water. The higher the water temperature the greater the probability of lake effect snow happening. Lake effect snow usually happen during the cold months of the year and the most affected places are the Upstate New York and the cities of Buffalo, Syracuse and Rochester.
