The meaning of the quote is that the ruler of self paced, which is obviously not true in many cases. I do not quite know who wrote this quote, but based on other resources i believe it is Han Fei Tzu. I most certainly do not agree with this quote as some rulers have been extremely beneficial to our society (JFK, Lincoln). I think the person who wrote this wanted a free society with no single rulers.

the quote is basically stating that a ruler would look towards most people not a small minority, so hes not helping everyone and being a righteous moral leader but one that follows the law and rules
