Flags--TV--Globe: these 3 things are symbols used in the cartoon to show the match taking place between Gorbachev and Reagan.

The two arms are each adorned in the flags of each country. The left being the US and the right of the USSR. 
The TVs symbolize the instrument used by the two men. Televised speeches addressing one another were used to argue with each other. 
The wrestling match over the world shows the stakes in the match. He who wins will win control of the world.
