to encourage party members to vote with party leaders

hope this helps.

Whips are politicians appointed by each party to help organize their party’s contribution to parliamentary business.

The main responsibility a party whip has is to make sure the maximum number of their party members vote. Not only vote, but vote the way their party wants.

Whips also act as tellers, meaning they count votes in divisions. Divisions are when members of both houses register their vote for or against an issue and they are responsible for arranging parliamentary business.
