The formula for calculating volume of the cylinder is

V= B * H

First volume V1= B * H1  and second volume V2= B * H2

H1= 2 H2 

when we divide V2/V1 = (B*H2)/(B*H1) =>  when we shorten B and B we get

V2/V1 = H2 / H1 when we replace H1 we get V2/V1 = H2/ 2H2

when we shorten H2 and H2 we get V2/V1 = 1/2

The correct answer is the volume of the second cylinder is one-half the volume of the first cylinder.
