The main purpose of the Turtle Bayou Resolutions was to explain why Texas rebels attacked troops at Anahuac. They were not rebellions against Mexico.
They were not actually trying to start a war and that it was a situation that got of control. In short, they explained Santa Anna that they were still loyal to Mexico.
