The term foolish consistency means the person or whoever, for ex. Charles is very persistent, or you could say doesn't gives up easily. Think of the word consistent, meaning to keep on going. Consistency can't be bad, because you are striving for what you believe in. If you are foolishly consistent, someone else may think that, because you go through a lot, possibly even put your life on the line.
