I don't think other cultures and nations were happy about Manifest Destiny. According to this theory, Americans were superior when compared to others, and due to this fact, they thought they had the right to spread all over the American continent in order to claim their right. They didn't pay much attention to other cultures because they wanted to strengthen their own, which is why I don't think other people liked the idea as much as the Americans did.
