This is of course a somewhat subjective question, but most would agree that this is a weak argument, since although on paper bureaucracies can seem efficient and "robot-like," in reality they are almost always difficult to maintain and place a "drag" on the system--due to the fact that each person in the bureaucracy is given a small amount of autonomy.
