“…of all the people in this city, only she
Has had contempt for my laws and broken it.”
Is this true? Why or why not?

Creon says this because Antigone has broke the law of the state, and took the divine law of the Gods instead. The burred her brother, and Creon ordered not to. She admit to it, so its true.
