He thought the business cycle would correct itself

Soon after President Herbert Hoover took office in 1929, the U.S. stock market crashed and soon the Great Depression started in the U.S., severely affecting its economy and American families.

Hoover responded to this economic crisis cautiously: he barely undertook few measures and programs to stimulate the economy, believing that the business cycle would correct itself and that too much federal intervention was a threat to the market, to capitalism, individualism.
