The question wording is a little weird. Point A will always be the same distance from "zero" as point A, no matter where "zero" may be.

See the attached figure. All the points on the semicircle are across the x-axis and the same distance from the origin as the given point. The closest one (A3) is about 5.5475 units away from the given point. The farthest one (A1) is distance 2√41 from the given point, about 12.806 units away.

The point across the x-axis on the same vertical line will be 10 units away.
