For a phrase to exist someone must have use it first, therefore the answer will not be nobody. In this case the best answer will be a small group as a lot of idioms and incorrect phrases come from the use of them on a specific context, once it is used out of that specific context it is consider grammatically wrong or it is being used on an incorrect way.
