If its x feet by y feet, you know it has to be a rectangle of some sort. If its a rectangle, then you just have to find the perimeter.

Perimeter = 2*length +2* width

2*9.5 + 2*6.75

19 + 13.5

The answer is 32.5 feet of fencing.
