Porosity is the ratio of the number of available pores in a substance ( e.g. rock or aquifer) in relation to the bulk volume of the substance. and the smaller the number of pores compared to the volume the less porous the aquifer will be.
Porosity generally allows the flow of substance through another substance . therefore the rate of flow of water through an aquifer represents the level of the aquifer's porosity.
Hence we can conclude that the ability of an aquifer to allow the flow of water through is the porosity of the aquifer.
