Herbert Hoover believed a lot in voluntarism and cooperation. So while this led to him creating many different organizations and committees to try to get the country on its feet economically, it just wasn't enough. He just never fully understood how bad of shape the country was in. So his Reconstruction Finance corporation and Emergency Relief Construction Acts were too little, too late. His policies led to problems with congress but it also caused a delay in the governments response thus deepening the recession into a "Great Depression".
