Ten Percent Plan
   The the most outspoken Confederates were not allowed to participate in any active role in the reestablished state governments under Lincoln's arrangement, and only 10 percent of a state's 1860 electorate was needed to take a dependability oath before Lincoln would perceive the state government they set up as legitimate. The Radicals objected the Lincoln's "Ten Percent Plan" in 1864.
