which do you think changed land more: freezing water or flowing water?

flowing water because it erodes rock and can shape it in diffrently shapes

I think freezing water because it raised sea levels and formed glaciers that moved big rocks place to place.
I kinda think Both but if you had to choose one it would be freezing water.
