There were two characters who might have supported this. William D. Mitchell who was the person who ordered for the bonus army to be dispersed and their camps removed. Another might  be General McArthur who led the army initiative against the bonus army and even when told to retreat he kept pushing on them claiming that they planned to commit a coup.
