What do these lines mean to you? Explain how this quotation provides, or doesn’t provide, a sense of closure for the story, and how this scene fits in with the overall theme of the text. Please use details from the text to support your explanation.

Not sure what it means but I am guessing that the person who accepted his offer was paralysed and the person offering help, accidentally caused himself to not be able move his arms. 
I think the quotation doesn't give a sense of closure for the story because we don't know why the speaker couldn't move his arms and we have to assume how the other man could move his arms when he couldn't before. Some of the details in the text that support my explanation is how we really don't know what the speaker was offering to begin with, we don't know how the man was able to raise his arms, and we don't know why the speaker couldn't move his arms.
