Why does King repeat the phrase “i refuse to accept” in this passage

hmmm, well i'm not sure what passage your talking about but i would imagine he kept repeating that phrase to emphasize his dissatisfaction, but i can't be sure unless i read it for myself.

he possibly is forced to do something he knows is bad so he is refusing to do it
