A parking brake system is not required if the service brakes are fully functional

Parking brake system is always required and should be used whenever the vehicle is parked. Service brakes system is only good to stop a moving car, nothing for a parked car. When a car is parked at an inclined, one will have problem shifting out of park if not using parking brake before.
