In my opinion I believe that the repetition of the word happy means the character or narrator is jealous of the relationship while also lusts for the happiness of the couple on the vase. She he describes in the passage "For ever warm and still to be enjoyed, For ever painting, and do ever young" means that the young love described on the vase is only young and does not have full meaning to the word, which is still to be loved fully and not fake
