I believe that England would have invested the universal idea of colleges. The first Western European institutions generally considered to be universities were established in the Kingdom of Italy, then part of the Holy Roman Empire, the Kingdom of England,

To me, I would think since that side of the world was pretty much like an information palace, most of the latest technologies took place of that side on the world so to me that`s where most of the information will be.England came first, then France.
