Justinian considered himself a Roman Emperor and because of that, he aimed to reconquer the territories that the Roman Empire lost to invaders. He recovered territories and expanded the Byzantine Empire. He reconquered parts of the Mediterranean, Italy and North Africa.
Justinian also rebuilt Constantinople because with the Nika revolt the city was left half destroyed. With him a system of aqueducts and bridges were built, a new architecture was applied and more than 30 churches were created.

The Germanic Peoples did not pay much attention to agriculture since they lived in small cities, a decision that later made some parts of them move because of their growing population which made them gave some conflicts with the Roman Empire.

His conversion was mostly a political move because he gained much support with it and also declared with his actions that he was in a war against heretics and non-believers.
