Step 1: Add the integers
9 + 7 = 16
Step 2: Find LCD (Least Common Denominator)
10
Step 3: Make each fraction have that LCD
3/10 (already has 10) 1/5 (multiply 1 and 5 by 2) 2/10
Step 4: Add fractions
3/10 + 2/10 = 5/10 AKA 1/2

7 1/5 is stated in a mixed number
To make it more convenient, change 7 1/5 into a improper fraction which is 36/5
Then you need to add 3/10 with 36/5, but you can't as the denominators are not the same. 
So, the common denominator is 10.
Thus, you need to change 36/5 into 72/10 (you must multiply both the denominator and numerator by 2)
Thus, now you can add both the fractions together!
[tex] \frac{3}{10} [/tex]+ [tex] \frac{72}{10} [/tex] = [tex] \frac{75}{10} [/tex],  
which is also equal to 7 5/10= 7 1/2
