The answer is 14th Amendment of the U.S. Constitution. It captures the statement that "No state shall deny to any person within its jurisdiction the equal protection of the laws". Although historically, this amendment is originally designed to fight for equality to African-American citizens but the Congress generally stated it as a surety of equality to all.
