Functional fixedness is the mental process that limits someone's ability to use something in a different way than that it is traditionally used. In this case, the functional fixedness would've been present if the surgical team would not proceed the surgery because of the lack of traditional light.
Restructuring a problem is when the surgical team was able to look at the problem in such a way that they were able to find solutions that would not come to immediate thinking, and require a different insight than the usual.
